Noble Energy established a significant presence in the oil-rich Permian Basin of West Texas in 2015 with the merger of Rosetta Resources Inc. into a subsidiary of Noble Energy. We further expanded this position with the acquisition of Clayton Williams Energy, Inc. (CWEI) on April 25, 2017. These transactions strengthen our onshore portfolio and increase our exposure to the high-margin liquids production.
Our current activity is focused in the heart of the Delaware Basin primarily in Reeves County, where multiple layers of oil-rich shale and sands lie stacked one above another. We apply our expertise to optimize the field, reduce our footprint by drilling long lateral wells and increase the efficiency of our operations. In 2019, we expect to average four drilling rigs and two completion crews and plan to focus more than 95 percent of our program on row development drilling. We anticipate bringing a total of 50-55 wells online with an average lateral length of over 8,700 feet.
Noble Midstream Partners (NBLX) service and support of Noble Energy's activity in the Delaware Basin has been a key to our success. In 2018, NBLX significantly expanded the in-basin gathering infrastructure in the Permian, setting the stage for longer-term, capital-efficient development in this key asset.
